Prime Minister Patrick Manning must be held responsible for the level of criminality that has overshadowed Trinidad and Tobago. He must also answer to the citizenry for the linkage between criminality and governance in this blessed land.
On the heel of the recently released report on “Gangs, Guns, and Governance” published by the Small Arms Survey of the Graduate Institute of International and Development Studies of Geneva, Switzerland, the Congress of the People has called for a motion of “No Confidence” in the Prime Minister to be moved in parliament.

In addition to highlighting the alarmingly high and growing level of criminality in this country; as Port of Spain becomes one of the most murderous cities per capita in the world, what is more crucial to the public interest is that the government is seen as partly sustaining its position “by catering to, and sometimes relying on, suspected criminals.”
“Drawing on field research undertaken in 2009, this report finds that the T&T police led efforts to curtail gun violence are mitigated by the government’s direct financial support to urban gangs via public welfare programmes," the report states.
At a press conference held at Flagship House on Monday, January 4th 2010, COP’s Political Leader Winston Dookeran made it clear that the link between criminality and governance is not a new one and the government must be made to answer.
“That link is the source of some of the problems we have been facing over the last few years,” Mr. Dookeran passionately stated. He said that the very integrity of this nation’s democracy is at stake and therefore the link must be tackled head on.
As he made the call for the parliamentary opposition to use their Private Members Day to move the “No Confidence” motion against the Prime Minister, Mr. Dookeran said that the Prime Minister is yet to give the public an unequivocal and unambiguous statement denying claims that he made a deal with the Muslimeen leader during the 2002 General Elections. In a letter sent to the Prime Minister in May of 2008, Mr. Dookeran had made that request of him.
Mr. Dookeran, who along with COP’s National Security spokesperson attorney Vernon DeLima addressed the media, suggested that a government that is in bed with criminals cannot be trusted to fight the criminal elements that plague us.
