In an inspiring address before 15,000 supporters at the Learie Constatine Grounds in Macoya last evening, Political Leader of the Congress of the People, Winston Dookeran, declaredthe May 24th General Election a referendum on the Constitution of Trinidad and Tobago.
"This election is a choice between participatory democracy, represented by the People's Partnership and dictatorship, represented by Patrick Manning and his blatant ambition to change the constitution to become Executive President."
The nation is shamed by the fact that the roof of the President's House is allowed to collapse through callous neglect, while Manning spends $30 million of tax payers' money to construct a church for his Prophetess in Guanapo. Moreover, the $100 million spent on the Prime Minister's residence, Diplomatic Centre and Concert Hall must be seen in stark contrast to the conditions of dilapidation in which the residence of the Head of State of this country is allowed to languish.
Whereas the People's Partnership, led by Kamla Persad Bissesar, calls for Constitutional Reform, with two term limits, a definite date for elections, known by all well in advance of the date, recall by petition of non-performing Members of Parliament and National Referendum, Manning's sights are set on a constitutional model that dates back to Louis IVX of France. Manning wants to discard Judicial Review, which places controls over executive abuse and excess. He wants the Judiciary under the control of the Executive President. Already Chairman of the National Security Council, he wants to be Supreme Commander of the Armed Forces and Police and to remove the Service Commissions' autonomy, placing them under his direct control.
So, people of Trinidad and Tobago, should Patrick Manning be brought back into office on May 24th, he has categorically stated that the Alutrint Aluminum Smelter, Calder Hart, tax on homes and the TTRA; in short, dictatorship will be the order of the day and this election is your referendum on him and these issues.
